Significance. Her Majesty's departure from Rumania is taken at a time when the oppressive Rumanian oligarchy on which her throne rests has its house well in order for inspection by the world at large. Theoretically those pillars of the throne, the brothers Bratiano and Her Majesty's potent favorite Prince Babu Stirby, have withdrawn from active participation in the Government, following the victory of the People's Party over the Liberals at the last election (TIME, June 7). Since the first of the year, correspondents at Bucharest have amused themselves by announcing the fall of the Bratiano cabinet every other week while denying this eventuality between times. The truth of the matter has been that Premier Jon Bratiano's Liberal party has indeed been losing ground, as was indicated recently at the minor municipal elections; and with the parliamentary elections now immediately in the offing, it was thought that he would prefer to step down from power a little in advance of the coming storm. Crown Prince Carol vented his dissatisfaction toward his parents by agitating against their favorite, Premier Bratiano. He also mixed himself up in a scandal involving the purchase of some allegedly defective airplanes by the Roumanian Government. Every now and then he threatened suicide, although behaving admirably toward Princess Helen, who is said to be gradually going blind. A few weeks ago he failed to return to Bucharest after attending the funeral of the Queen Mother of England. This was not even mentioned in despatches because his frequent "disappearances" with Zyzis have become commonplace...
