After countless sketches, Designers Zehrfuss, Nervi and Breuer had hit on an unusual, Y-shaped Secretariat, gracefully modern yet low enough (seven stories) to fit into a new site near the Eiffel Tower without overshadowing the classical architecture of neighboring buildings.
