The White House would like to prevent George Wallace from recap turing the Governor's mansion, so Agnew had kind words for the incumbent, Democrat Albert Brewer. Everywhere else in the South they have to bring each school to court individually. Wallace, by making his state government the antagonist, simplified everything. Brewer, the new governor, is more sly. And it's very difficult for anything like a "Civil Rights Movement" to get anything done...

Politically, at least, the outlook for East St. Louis seems to be brightening. A predominantly black committee, chaired by Negro Bus Driver Harold Brewer, has petitioned for a referendum returning the city to an aldermanic form of government by 1971. This could end the rule of Mayor Alvin G. Fields' moribund Democratic machine and give the black majority a real voice...
