Hogan charges that New York City Gambler Joseph Hacken. 41, was the fixer. His partner was David Budin, 28, onetime basketball captain at Brooklyn College and a junior high school physical-education teacher until last fall, when he was arrested and charged with trying to fix a Michigan-Oregon football game.
