Kraus received his Ph.D. in Economics at Harvard in 1968, and has since built a reputation on campus as a precise, efficient Harvard bureaucrat. Although the demands of his new job are entirely different. Kraus has apparently brought his appetite for detail to his political life. When he announced his candidacy for the State Senate seat vacated by his predecessor in an unsuccessful bid for Lieutenant Governor, he faced a crowded seven man Democratic primary. But by analyzing voting patterns to past elections, his staff predicted election results to within a surprising 100 votes out of 35,000 cast...

DIED. Nikolai Podgorny, 79, the Soviet Union's President from 1965 to 1977 who traveled the world on ceremonial missions, projecting the preferred Soviet image of stolid gray; in Kiev. The son of a foundry worker, Podgorny had a lackluster early career as a bureaucrat in the Ukraine before being brought into the Politburo in 1960 and into the Secretariat of the Central Committee in 1963. Excerpts from the first volume, which takes Johnson from his hardscrabble beginnings up to his World War II service, began appearing a year ago in the Atlantic Monthly. In one such episode, Caro disclosed that Johnson had for years accepted "envelopes stuffed with...

Political Valet: When Konstantin Chernenko, 71, won East Germany's highest honor in 1979 (the Order of Karl Marx), Party Chief Erich Honecker described him as Brezhnev's "closest comrade-in-arms." Others have had less kind things to say of the stocky, silver-haired bureaucrat, labeling him Brezhnev's "briefcase carrier." "page turner" and "political valet." No one else on the Politburo owed his position so completely to Brezhnev...
