The Bursar's office, for example, at Yale, is operated by two men and no more than three stenographers, but the size of the same office in Lehman Hall would make it seem as though the Bursar and his army of assistants at Harvard were running the United States. As for red tape, a fellow can hardly get across the street without showing his Bursar's card...
