Once we realize that Harvard ROTC members aren't really being hurt by Harvard not having a program on campus, the issue looks like this: on one side, there's a 15-minute bus ride every once in a while for 3 percent of Harvard's students, which is apparently "inconvenient." On the other, there's an institution that openly and systematically discriminates against a minority which numbers at least 10 percent at Harvard.
