Congress evidently lost the power to order the troops out earlier by "concurrent resolution" when the Supreme Court last June declared that such "legislative vetoes" were unconstitutional. Last week, when Senate Minority Leader Robert Byrd of West Virginia introduced compromise legislation regarding the Marine deployment, it was in the form of a "joint resolution," meaning that it requires the President's signature to become law.
