...Ways and Means Committee vote was a vital first step toward passage of a tax bill. But several steps remain-and the bill could stumble on any one of them. Even with House passage, it must go through the Senate Finance Committee, headed by Virginia Democrat Harry Byrd, who opposes a tax cut unless it is accompanied by deep cuts in spending. Byrd has not yet even started to hold committee hearings-and he is in no rush to begin...

...Summer School Chamber Singers had a mixed evening. Their opening selections, by William Byrd lacked cohesion and expression. The group did not have sufficient intensity and timing to sustain the delicate suspensions in the music; the fine weave of Byrd's musical cloth became confused and unravelled. ...arithmetic of the various plans is fascinating. Kennedy won in 1960 with 303 electoral votes to Nixon's 219 (Virginia's Senator Harry F. Byrd got 15). Under the Lodge plan, Kennedy's total would have been 264 (to Nixon's 259), five fewer than the 269 needed for a majority. According to the present constitutional requirements, the outcome would have been decided by the House, with each state, regardless of size, having one vote. If every state delegation in the House had decided to cast its vote for the candidate who carried the state, Nixon...
