...some cause for holiday cheer. The polls seem to have persuaded the President's strategists that the further away their boss is kept from the controversy, the sooner it will die. Perhaps to that end, the President last week appointed David Abshire, U.S. Ambassador to NATO, to a new Cabinet-level post: coordinator of White House responses to the congressional investigations and other probes into the U.S. weapons sales to Iran and the diversion of profits to the Nicaraguan contras...

With her moral -- even moralistic -- strictness, Aquino can at times treat even her Cabinet colleagues with the kind of affectionate sternness she lavishes on her children. She allows no smoking in her office, and she expects all the President's men to be prompt and tireless. Once she told Chief Speechwriter Teodoro Locsin to dress less like a gangster. The faint air of maternalism is heightened by her habit of referring to "my people," "my Cabinet," and even, most disconcertingly, "my generals...

...another or refusing to divulge what they know. As a result, there are still as many unanswered questions as there were seven weeks ago. As the crisis festers, a vacuum is developing within the Administration. A replacement may have to be found for Casey. Spokesman Larry Speakes and Cabinet Secretary Al Kingon are leaving. Domestic Policy Adviser Jack Svahn has departed. If Regan goes, so will most of his assistants. Staffers are wondering who will replace these men, but a more compelling question is, Who can help make those selections...

...statements defined as subversive by the government are banned. The only real exemptions are statements by Cabinet ministers, deputy ministers and government spokesmen, as well as accounts of parliamentary and completed judicial proceedings. Even critical comments on security matters by M.P.s speaking outside the halls of Parliament may now be forbidden. In a blatantly Orwellian rule, publications are even prohibited from printing any blank space within a story, lest such a deletion of text or photograph suggest that the article had been censored...
