...League and a leading spokesman for black moderation, "this studied nonactivity is adding dangerous fuel to the pent-up rage and frustration of inhabitants of our black ghettos." As if to prove Young's point, the man chosen by Nixon to promote his black capitalism program-a major campaign pledge-angrily resigned last week. "It's useless to go on like this," said Philip Pruitt, who was assistant administrator of the Small Business Administration. "The President just didn't support the program. Rhetoric, rhetoric, rhetoric, but no support...
Most of Nixon's successes and failures might have been predicted from his past record and his campaign statements. What could not have been anticipated is his erratic performance as an administrator. Few men know Washington better than Nixon, and few place a higher premium on order. The President retains his image of methodical competence. Yet the Administration appears in many ways to be maladroit and insensitive. More and more, comments TIME'S Washington Bureau Chief Hugh Sidey, "there is an aura of ineptitude growing here that could spread to the nation. There is a growing feeling...
Norman Mailer's mayorality campaign well illustrates the ridiculous extremes to which the New Politics' commitment to principle can go. It was a campaign dear to many of the New York intelligensia-a campaign run with panache, with striking, if exceedingly poor, ideas such as making New York City the 51st state. The most visible result of the campaign was, however, to push Mario Procaccino--a symbol of all the New Politics hates--that much closer to getting the mayorality by talking votes away from Herman Badillo, Procaccino's chief liberal opponent...

Ads showed a beaming passenger, comfortably pil lowed and covered with furry blanket, addressing himself to martini, steak and a copy of Realties. In April, Gehnrich Associates kicked off a campaign for RCA Global Communications, aiming to get across the point that a businessman can often save himself an over seas trip by sending a telex message instead. Headline on the RCA ads: "Why send the whole man overseas just to give someone a piece of his mind...
Chances for a Deal. The Nixon Administration has committed itself so deeply to textile quotas, however, that the issue has become a test of its credibility. During his campaign, Nixon promised Southern voters that he would press for quotas, and now many businessmen believe that he owes them some import protection. The Administration has threatened to take unilateral action if it cannot persuade Japan and other trading partners to accept "voluntary" quotas. U.S. action could involve the revoking of textile-tariff concessions that have been granted in the past, or Congress could legislate quotas. Either way, a worldwide trade...
