...atmosphere of scarcely concealed glee reigned at the Common Market's spacious new headquarters on Brussels' Avenue de la Joyeuse Entree. "Unity cannot be stopped any more," said Common Market President Jean Rey. He ordered his aides to draw up a schedule of the other items that must be settled before Britain's admission could be taken up anew. "Don't take a vacation during the Christmas season," Rey warned newsmen. Before year's end, he expects marathon sessions to wind up the Common Market's interim period of tariff adjustments, to sort...

Closing the Sluices. Over the years, the pollution has taken an ecological as well as esthetic toll. The Rhine salmon, once a river staple, has long since disappeared from the murky waters, as has the sturgeon. The hardy varieties of fish that remain-bream, carp, perch and pike-cannot be sold because the river's high phenol content makes them smell and taste foul. Last week even the survivors were imperiled. Millions of dead fish floated to the surface, victims of the worst case of pollution in the river's history...

The threat of punishment is usually effective with social drinkers, Borkenstein notes, and those who are unusually sensitive to alcohol can learn to allow for it. But psychotherapy-as well as strict enforcement by the highway patrol-may be the answer for the sociopathic driver, whose chief problem is immoderate behavior behind the wheel rather than at the bar. For alcoholics, Borkenstein cautiously proposes suspending their driving privileges until, through medical and psychiatric help, they have their problem under control...

...feeling of helplessness results. Without sensibility, Godard's characters cannot possibly cope with their setting; the relation between them and a generally vicious society (filled with burning automobiles and corpses) becomes one of simple conflict. The setting assumes a more independent existence and begins to attack the audience directly, without the characters' mediation. Shocking events come to rule the film, so that it becomes far more singly directed, far less ambiguous, than Godard's earlier movies. And it becomes less personal. With no complexity possible in the meeting of characters and environment through their sensibilities, idealism is slaughtered, characters lose...
