President Hoover was worried last week about the London Naval Treaty. The special session of the Senate he had called against the advice of Republican leaders at the Capitol was not speeding the instrument toward ratification as swiftly and smoothly as he had anticipated. Senators opposing the Treaty had jockeyed the Senate into requesting him to submit confidential documents relative to its negotiation and, when he refused, the opposition brought forth an offensive reservation to the Pact. While no open filibuster yet existed, it became plain to the President that the Treaty would not be disposed of in ten days...
