With little more than three months till the U.N. summit, however, things are in doubt. To be sure, the Obama Administration is pushing for a global-warming deal, and a cap-and-trade bill that was passed by the House and is now up for debate in the Senate would finally commit the U.S. to real carbon reductions. But under the new law - if it passes - U.S. emissions would fall only 13% from 1990 levels by 2020. The European Union, meanwhile, has pledged to make cuts of 20% from 1990 levels by 2020, meaning there is still considerable daylight between...
...Ying-jeou, Morakot has also become a political storm. The same day that national television aired footage of mourners at the village of Siaolin, where some 400 people are thought to be buried by mudslides, Ma appeared on the evening news wearing a cheerful blue-and-white baseball cap and polo shirt at Taiwan's World Youth Baseball Championship. It was not the President's only faux pas. Earlier that week, Ma told reporters that residents living in Morakot's path were not "well prepared," pinning the slow evacuation on the victims and showing an aloofness that stood in sharp...
Producers who cannot sell or store their gas will have limited options: cap their wells, which could be bad for them in the long term; give gas away for free, which has happened before when producers did not want to halt production; or flare it - burn it off into the atmosphere. With production decreasing because of low price incentives and a great deal of gas likely being lost from capping wells and flaring gas, the oversupply will not last, and the price will be pushed higher by supply and demand fundamentals. The natural gas futures traded on the New York...
...tropical deforestation continues. Right now agroforestry isn't a major part of international climate-change policy, but delegates at the U.N. global-warming summit in Copenhagen that will convene in December could change all that. By putting a greater carbon value on trees planted on farmland through a cap-and-trade program that would give companies a carbon credit for growing and maintaining trees, we could encourage the growth of agroforestry. It's not a perfect compensation for continued deforestation - whole, virgin rain forests have an enormous ecological value that can't be replicated by agroforestry...
