...Academy of Sciences called this month for the swift development of a new generation of nuclear plants to help fight the greenhouse effect. The new atomic plants already on the drawing board (see box) would replace power stations that burn coal and oil, fossil fuels that belch heat-trapping carbon dioxide -- the primary greenhouse gas -- into the atmosphere...

Planting trees is a good idea, since they not only are beautiful but also can help ward off global warming by draining carbon dioxide from the atmosphere. But why should the Federal Government spend $15 million (plus $30 million annually over the next three years) to plant 50,000 trees on land owned by local governments, an expense that seems more appropriate for state and local governments? That question baffles Neal Smith. "Are you for tree planting or not?" he asks, with some exasperation. "This project is in everyone's interest. Grants go to all the states, not just Iowa...

Last week a panel of the National Academy of Sciences issued a long-awaited report on global warming -- the theory that a buildup of carbon dioxide and other so-called greenhouse gases in the atmosphere is causing temperatures to climb, threatening crops and coastal areas that could be drowned under rising oceans if the polar ice caps melt. Though both sides could find some support for their positions in the study, its findings and recommendations could prod the go-slow faction in the White House...

...reactors must be built of materials that are both lightweight and capable of withstanding extraordinary temperature changes, from several hundred degrees below zero to several thousand degrees above. To reduce the risk of fatal meltdowns, the uranium fuel must be packed in tiny particles coated with several layers of carbon alloy and carefully machined to very close tolerances. And because the fuel gives off "hot" -- meaning radioactive -- by-products, it is inevitable that the escaping gas will pick up some radioactivity...

...people of Mexico City call it nata, or scum. It is the sickly brown cloud that stubbornly hangs over the megalopolis, home to 23 million people. Composed primarily of carbon monoxide, sulfur dioxide, nitrogen dioxide and ozone, the smog has made the winter of 1991 the most toxic in Mexico City history, triggering a 16% to 20% jump in the incidence of respiratory infections, nosebleeds and emphysema. Since September, the city has enjoyed only six days in which noxious gases did not exceed danger levels. "The atmosphere has no time to recuperate," says Homero Aridjis, president of the Group...
