Preparing to make good on Secretary of State Warren Christopher's threat that the Haitian military government's "days are definitely numbered," the Pentagon said a fleet of giant cargo ships and an aircraft carrier crammed with helicopters would soon be bound for the waters off the Haitian coast. Deputy Defense Secretary John Deutch ordered seven huge cargo ships out of mothballs; a day later, he activated five more supply vessels. Launching another rhetorical volley, the White House said its "patience is wearing thin" on the Haitian military junta's refusal to go gentle into exile. The Pentagon upped the invasion ante by announcing that seven cargo ships are being activated for possible use in a Haiti operation. Along the trade routes in Texas, small border towns are preparing to shed their sleepy roots, and they are getting in position for the new NAFTA era. Laredo is already a service hub, hosting scores of freight forwarders, customs brokers and other outfits that move cargo from country to country.
