...much on the majority as on the morality as they try to frame a message in terms of broadly shared values that don't alarm members of minority religions or secular voters. It has become an article of faith among party leaders that it was sheer strategic stupidity to cede the values debate to Republicans for so long; that most people want to reduce abortion but not criminalize it, protect the earth instead of the auto industry, raise up the least among us; and that a lot of voters care as much about the candidates' principles as about their policies...

Benedict writes frankly about his continuing concern that the government in China can sometimes "suffocate" religious freedom, and makes clear that the Church ultimately cannot cede its authority in the standoff over who appoints Catholic bishops. Benedict says that the Pope's prerogative to choose his deputies "touches the very heart of the life of the Church - the guarantee of the unity of the Church and of hierarchical communion." ...real work must be done in Saudi Arabia, where Cheney needs to calm Saudi nerves over Iran. U.S. officials who visit the Gulf tell me that their Saudi interlocutors all ask the same questions: When the United States is forced to cede Iraq to Iran, what happens next? Or, more fatefully, what happens to the Arabs when one day the U.S. reconciles with Iran...

Ideally, Yeltsin would like to see the Soviet President and his Cabinet cede power to the Federation Council, a policymaking body that includes the leaders of all 15 constituent republics, though some of them are boycotting it. To force out the powerholders, who uniformly despise him, Yeltsin may be thinking of something like Czechoslovakia's "velvet revolution," street demonstrations fueled by an overwhelming wave of people power. But no matter how great his popularity, even Yeltsin will be hard put to mobilize the Russian masses in large enough numbers. They are mostly anti-Gorbachev and antigovernment, but their political inertia...
