Actually, the photograph very nearly failed to reach TIME'S Costa Rican readers. The censors held all copies of the April 5 issue at San Jose's airport and they were released only after TIME Inc.'s Central American correspondent, Jerry Hannifin, had protested successfully to the Government. Thereafter hundreds of reproductions of the picture and caption began to appear. They are still selling throughout Costa Rica for about 22? apiece. For many Costa Ricans, who framed the picture and hung it in their homes, it was the first time they had seen a photograph of Figueres...
...that could be desired. Certain ideological faults would have to be corrected. "It is necessary to expose the illusion that the abolition of monopoly rule . . . will usher in a system of 'progressive capitalism' " (a pet idea of Henry Wallace's). But that was minor. ...President. The darkest blot on the Philippine idyl is the two-year-old insurrection of the Hukbalahaps* of central Luzon. Although they are led by Communists, most Huks (pronounced hooks) are still (as the Chinese Communists once pretended to be) basically discontented farmers. The main demand of the Huks is for abolition of the absentee landlord system; or, failing that, for enforcement of an already existing rice tenancy law (70% for the tenant, 30% for the landlord). The late President Manuel Roxas refused their demands, unseated seven Congressmen sympathetic to the Huks. The Philippines' fat, hard-driving new President...
...Leaf. After surveying the disaffection and devastation in the central Luzon provinces, President Quirino was back in Manila last week. Said he: "I made the trip to learn exactly what the people expect from the government and what they have against it. . .I think they are ready for the government and officials to turn over a new leaf." Quirino ordered the constabulary to withdraw its patrols, not fight unless attacked. To Luis Taruc, the Huk commander, he sent word that he was ready to offer a general amnesty if the Huks would turn in their guns. But lean Communist Luis...
...Suitor. Rail Juggler Robert R. Young was determined to get the girl, even if he had to take up with her prosperous friends too. The Interstate Commerce Commission had turned down the trial marriage of his Chesapeake & Ohio with the New York Central, partly because it would take business away from the Virginian Railway Co. (TIME, May 24). So Suitor Young made a new proposal: he would buy into or merge with the Virginian too, and merge it with the Central and C. & O. Said the thriving, coal-hauling Virginian: Not feasible. ICC said nothing...
