From the snowy wastes of Northern China came missionary reports last week that Mongol hordes have now established a. new Japan-controlled autonomous nation in Chahar Province "similar to Japan's puppet-state of Manchukuo," are calling it "Mongokuo." This territory, wedged between Manchukuo and Suiyan Province, is roughly the size of Ohio, has its capital at Chap Ser. Another slice of China has thus nearly if not quite been added to the Japanese Empire...

...Chang replied that, while it would be premature for China to grant such rights to Japan in all Chinese provinces, the Chinese Government would permit Japanese military co-operation in assisting it to exterminate Communism and banditry in the Chinese provinces of Manchuria, Jehol, East Hopei and Northern Chahar. The point of this uproarious Chinese joke could not entirely escape even glum Japanese Ambassador Shigeru Kawagoe upon whom it was sprung with the utmost Chinese decorum-for Mr. Kawagoe well knows that the areas specified are precisely those which Japanese soldiers already dominate and have detached or are trying...

...Blow. Lacking though it is in humor, the Japanese Army knows that any joke can be answered by a sufficiently heavy blow. Last week the Japanese Army proper did not move, but Japanese sent 30,000 of their puppet Manchukuoan troops and Mongolian allies on a thundering raid from Chahar, northwest of Peiping, into Suiyuan. Last week the Tokyo dailies declared that the Japanese Army now demands that Premier Chiang dissolve the locals of the Kuomintang in all China. In the North the local regime in Hopei and Chahar Provinces established by Chinese under Japanese auspices last week took for itself the kind of autonomy which in China matters most, autonomy in collecting and keeping in its treasury the customs revenues which would otherwise be sent to Nanking. In a blunt manifesto Hopei-Chahar assumed this prerogative amid local...

...more of his usual bad news last week. Japanese money and arms had induced Mongolian Prince Teh to proclaim an "independent" state in Inner Mongolia bordering the Chinese Great Wall. To the north Mongolian soldiers and Japanese planes forced the surrender of the Mongol city of Changpeh in Chahar Province, laid the groundwork for another independent State bordering the "Autonomous Government of North China" hatched last November by the Japanese Army (TIME. Dec. 2). As Japan chipped away at Generalissimo Chiang's China (see map) it became a matter of pressing importance where lay Chiang's absolute line...
