...Russian President rode to power in 1999 on the promise that he alone could bring peace to Chechnya. To that end, he compelled Chechens to vote on a political solution to the conflict last March, an exercise widely dismissed as a sham because it was conducted by force. Putin did pull a token number of troops out of Chechnya and promised that he would put an end to the routine abductions and executions of Chechen civilians. Yet more than 200 people have been abducted since the vote took place. "We know for a fact that the reprisals have grown much...

...RUSSIA Faced with the threat of a Russian veto in the Security Council, the State Department designated three Chechen rebel groups as "terrorist organizations," a step Moscow had been urging. But what Russia really needs is a guarantee of oil contracts in a post-Saddam Iraq and a repayment of $8 billion that Iraq owes Russia...

No public warning was issued and no attack took place, but the MCHS rushed staff to Moscow just in case. The incident reminded Russian security agencies that the threat of further Chechen attacks is real, and exposed worrying gaps in Moscow's readiness to respond. A MCHS source tells TIME rescue workers began training for a chemical attack last December...

Nobody was very surprised when Judge Marina Gorbacheva - brusquely and without explanation - rejected three and deferred 21 suits against the city of Moscow brought by Lyudmila's husband, Igor, on behalf of victims and families involved in last October's Chechen hostage crisis. "Everything is clear now," Igor said. "The other complaints will also be struck down." Trunov argued that, under Russian antiterror law, the city should compensate his 61 clients for the three-day siege of a Moscow theater by Chechen separatists. The raid at the Theater Center on Dubrovka ended...
