...Provoking Whom? I question the premise of your report on Taiwan's politics, "Combat Fatigue" [April 3]. It is unfair to say that President Chen Shui-bian is taking an overly provocative stance toward China and that the U.S. has been irritated by Chen's compulsion to upset the status quo.
