Prime Minister Chretien, says McWhirter, now must find a way "to satisfy Quebec within the federation. Last night's vote says very clearly that they haven't found a way to do that yet. At least he doesn't have to deal with immediate questions of crisis that separation victory would have forced upon him, but his leadership has stumbled badly.
