...clean-tech companies and luminaries that has quickly emerged as, as the New York Times put it recently, a kind of Davos for the postcarbon set. And while much of the rest of the world is using the financial crisis as an excuse to put off the transition to cleaner power, in the WFES's opening session today, Abu Dhabi announced that it had pledged that 7% of its energy would come from renewable sources by 2020, up from nothing today. "This is really a very powerful image," says Rajendra Pachauri, the chair of the U.N.'s Intergovernmental Panel...

...buyers to deduct auto loan interest and sales tax on their personal income taxes. "We think temporarily making interest deductible on car loans would spur sales," says NADA economist Paul Taylor. The NADA is also supporting "cash for clunkers" initiatives, which encourage consumers to upgrade their older cars to cleaner, more fuel-efficient models. "None of these have been costed out yet," says an aide to a Democratic member of the House of Ways and Means Committee. In the 1830s, when Dutch inventor Sibrandus Stratingh created an electromagnetic cart, the vehicles have always stood out as a cleaner, cost-effective option to the steam or internal combustion engine. From Stratingh's invention evolved actual cars in the late 1800s that could move at low speeds using rechargeable batteries. ...point out that it has improved filters on coal plants, sending less traditional pollutants like sulfur dioxide and mercury into the air, the toxic waste that remains behind is only growing. The biggest advantage of coal power has been cost - in most cases, it remains much cheaper than cleaner alternatives like wind, solar or natural gas. But the cheapness of coal depends on the fact that external costs - climate change, or the health impacts of air and water pollution from coal - remain external, paid for not by utilities or coal companies but society as a whole. The coal industry itself...

Instead, we will have to look for a variety of solutions. Infrastructure can be financed in part by borrowing against future user fees, like tolls on roads and higher electricity rates for more reliable and cleaner power, rather than against general government revenues. This strategy can probably cover as much as 1% of GDP per year. We can introduce new taxes on the carbon emissions from coal, oil and gas to hasten our transition to sustainable energy. For example, instead of letting gasoline prices tumble now only to see them soar again shortly, we could set a floor on prices...
