...looked like a cleanup crew's nightmare: a noisy throng of students brandishing cans of bright-colored spray paint on San Francisco's Civic Center plaza. The youngsters were not vandals, however; they were job seekers. It was the city's third annual Paint-In, and the resulting graffiti, scrawled on large white placards destined for the municipal bus fleet, beseeched Bay Area businesses to participate in Mayor Dianne Feinstein's summer jobs program, aimed at the city's approximately 15,000 out-of-school and out-of-work young people. Object: to recover the costs of a total cleanup, which is expected to reach $40 million. The Justice Department denied that the suit was instigated by the White House. But as the largest hazardous-waste case ever filed by the Government, it will inevitably appear as an attempt by the Reagan Administration to prove its new toughness on protecting the environment...
Farrell's resurgence at the plate was perhaps the brightest spot in the batmen's performance. The beffy cleanup hitter endured a one-for-13 slump in the team's doubleheaders against Penn and Columbia last weekend. Yesterday he roared buck with a four-for-six outing that lifted his batting average from...
