Iolanthe Gilbert and Sullivan obviously had a good time satirizing the pomposity of the British House of Lords--the task inspired some of their cleverest lyrics and catchiest melodies. Nixon's mentality was comparable to that of a small-time Mafia hood. Disappointingly, this is as close as Higgins comes to explaining Nixon's peculiar behavior duing the Watergate affair...

Safire claims to write "neither in defense nor denunciation," but what he has produced is the cleverest, if still unconvincing, defense of Nixon yet.
