I think Secretary of State Cyrus Vance's recent trip to Pretoria, as reported, was a grave setback to black liberation in South Africa. He is reported to have told Pieter Botha, the new Prime Minister, that if South Africa plays ball over Namibia, the U.S. will tone down its criticism of apartheid. If that is so, it means that bargaining for a million Namibians is at the cost of more than 20 million South African...
