Volcker and many other observers argue that if a mass-scale financial bailout is needed, it's the White House and Congress that must commit the resources. So far, the main movement in that direction is a proposal from Democrats Barney Frank in the House and Chris Dodd in the Senate to get the Federal Housing Administration to insure new loans for home owners facing foreclosure.
