Just a week after President Bush unveiled his plan to bail out hundreds of insolvent savings and loans, some of them took a turn for the perverse by getting into a costly new interest-rate war. Had the governor and his slick advisors been more astute and listened to what the citizens of the Commonwealth had to say, they might have been able to mitigate many of the problems that later plagued his campaign.
