Your footnote saying Herbert Hoover got seven affected states "to sign a treaty agreeing to build the dam" is also incorrect. The treaty negotiated by Mr. Hoover, the Colorado River compact signed November, 1922, not 1921, contains no agreement whatever to build Boulder Dam or any other dam.
