Then again, it's uncertain if powers like Russia and China, which sell even larger quantities of gasoline to Iran, would take part in U.S.-led sanctions themselves. Their postures are a reminder that when it comes to thwarting Iran's nuclear ambitions, Venezuela may be a small concern in comparison.
