Numbering of players, while not made mandatory, was favorably recommended by the committee. In the future no player may be resubstituted except at the beginning of a period, thus preventing the sending in of men any time in the last quarter. Penalties added are 15 yards for unsportsmanlike conduct and 10 yards for unnecessarily running into a player after the whistle has blown. A fourth official was named, to be known as the field judge, who shall act as timekeeper, and aid the umpire in carrying out his duties...
