...local basis, to nations that also suffer shortages of trained workers. For instance, when BMW decided ten years ago to open a factory in central England, the enginemaker struck a deal with the British government to jointly finance a German-style apprenticeship program. Likewise, in 1995 a small consortium of manufacturing companies in North Carolina - that now includes firms headquartered in Germany, Switzerland and Austria - approached high schools and community colleges in the Charlotte area to develop Apprenticeship 2000, a four-year program for students interested in technical careers. The participants, who are recruited as 11th-graders and must maintain...

Some of them, such as regulations for the permissible content of gasoline, are codified in law and maintained by the government; others are maintained by non-profit professional groups such as the Institute of Electrical and Electronics Engineers (IEEE) or the World Wide Web Consortium (W3C). They’re all available for free: anyone who wants to can go on to the W3C web site and download the full specification for HTML; thus, anyone who wants to can write a web browser or a web page and expect it to work with the existing infrastructure...

...conflict was sparked by Pentagon decisions on the Joint Strike Fighter (JSF), a state-of-the-art aircraft being built by a consortium of nations led by the U.S. and Britain. There is no question that Prudhoe Bay, the nation's largest oil field, is in decline. Production has slumped from a daily average of 1.6 million bbl. in 1988 to just 425,000 bbl. in 2005. To extract whatever oil remains, BP, which operates the field for a consortium of petroleum companies that includes ConocoPhillips and Exxon Mobil, has been taking measures that may have unintentionally raised the risks. Drilling more wells to further develop Prudhoe just adds to the more than 1,700 miles of pipeline that already crisscross the North Slope, increasing the chance of leaks. And other...
