Three years ago Mr. Halstead was appointed consul-general to Austria-Hungary. He has had excellent opportunities for observing the effects of the war in Austria during his term of service there. It is understood that one of the topics which he will consider in his address is the question as to whether the United States will be drawn into a state of actual warfare with Austria, and the possible effect of the present Italian situation on such a move.
