MEXICO Death Us Do Part The International Court of Justice in the Hague began hearing a case against the U.S. concerning death sentences against 51 Mexican citizens. Mexico alleges the U.S. broke the 1963 Vienna Convention by failing to contact Mexico's embassy or consular officials immediately upon the arrests of the 51 suspects, which have taken place since 1979. The U.S. alleges that Mexico, which has no death penalty, is attempting to interfere with its laws.
