...Harris, 47, a homemaker in Stanton, Calif., came up with a market-based proposition: she would pay drug addicts $200 to get sterilized or take long-term birth control. Since November 1997, Harris' nonprofit organization, Children Requiring a Caring Kommunity, has paid 61 women to follow her program: 44 had their tubes tied; the remainder took time-release birth-control drugs. Before they signed up, Harris says, the women acknowledged having experienced a total of 446 pregnancies, of which 169 were aborted. Twenty-three of their children were stillborn, 22 died later, and 185 were placed in foster care...

Marie Wyman's 87th birthday celebration at the Lobster Trap & Steakhouse in Winslow, Maine, ended with a bang. As she backed out of a handicapped-parking spot, police say, Wyman lost control of her Buick and plowed right through the restaurant's crowded dining room. Tables and chairs scattered as terrified diners scrambled for cover. Twenty-seven people were injured, and police say it was a miracle that no one was killed in the July 25 crash. ...probably saw the story recently about the trainload of commuters who beat a man to death for talking too loudly on his cell phone. No? Maybe I just imagined it. Still, it could happen--it's getting that tense out there. These cell-phone people are so out of control that I worry about their safety--or would, if I weren't fantasizing about swatting them savagely about the head, shoulders and utility pouch with their obnoxious and nap-destroying phones. There's a guy serving a year in jail in England for refusing to shut up, shut up, SHUT...

NATO may yet pay a heavy price for its failure to rein in militant ethnic Albanians in Kosovo. Albanian demonstrators Tuesday continued their human blockade to stop Russian troops, authorized by the NATO-led peacekeeping mission, from taking control of the town of Orahovac.
