...There is a widespread perception that despite its lamentable excesses in the past, the CIA cannot be permitted to languish, that its mission is vital to U.S. security. Says Barry Goldwater, the new chairman of the Senate Intelligence Committee: "I think the CIA is going to find a very cordial reception here. It's difficult to discover any opposition to intelligence. We've learned...

Eleanor and Franklin had done it. Bess and Harry too, along with every First Couple since. So, in keeping with a four-decade tradition, Jimmy and Rosalynn agreed to pose for Yousuf Karsh's camera. The Carters, says the famed Ottawa lensman, were "very cordial, warm and cooperative" as subjects. For political and economic reasons, they would generally like to restore détente-on their terms. But their conciliatory tone also has a propaganda motive: if relations worsen once Reagan enters office, the Kremlin wants to be in the best possible position to blame the U.S. Amplifying the signal Moscow has been sending Reagan, Brezhnev's chief spokesman, Leonid Zamyatin, last week released...
