WASHINGTON, D. C., April 23.--A message from Captain Cordier and Captain Bjornstadt this evening stated that the outlook for the establishment of a camp at Harvard for the training of officers for the Reserve Officers' Corps was favorable. President Lowell and Captain Cordier were in conference today with the Secretary of War and with members of the War College Division of the General Staff, and laid before them the plans and arguments for the establishment of a unit here.
