Some of the most dramatic cases have nothing to do with drugs. Last month in Attleboro, Mass., a judge ordered Rebecca Corneau to be sent to a center for pregnant inmates until she gives birth, which will be any day. Last year Corneau gave birth to a son, who died soon afterward.
