...long, America has gullibly believed that Arafat would defeat them; that if treated as a partner in peace, he would save Palestinian society from the foul few who corrupt their compatriots’ hopes like a parasitic blight. Instead of condemning them, he has encouraged them; and they continue sending the sons of Palestine to kill...

What to do in the meantime? Arafat can't have failed to notice that his approval ratings go up when his people are battling Israel; when things are relatively calm, they have time to notice what a corrupt, incompetent government he heads. Plus, Arafat figures the violence will demoralize the Israelis and soften their positions at the negotiating table. Violence has worked before. The hijackings of the 1970s kept the Palestinian cause alive in a way that Kurds and Basques can only envy. The first intifadeh, though far less brutal than this one, brought the Palestinians the Oslo peace talks...

...Qaeda is doing there, but stresses they are neither stragglers from Afghanistan, nor there by accident. They are in the valley with ill intent. Some have arrived since the collapse of the Taliban. Others came earlier and may have simply flown into the capital on regular flights, thanks to corrupt government ministers. As a result of the U.S. announcement about al-Qaeda in the Pankisi - which came as something of a surprise, said Defense Minister David Tevzadze in an interview - the first of up to 200 U.S. trainers will be arriving in a week or two. Their task...
