Attorney General Janet Reno named Wall Street lawyer Robert Fiske, a Republican, to be special counsel in charge of investigating President Clinton's involvement with the Whitewater Development Corp. and the Madison Guaranty Savings & Loan while he was Governor of Arkansas. Fiske, 63, is a former U.S. Attorney who served in the Ford and Carter Administrations.
