...Minister, Robert Malval, reinstated Port-au-Prince's mayor, Evans Paul, despite threats by armed goons, among them civilian police auxiliaries, that they would kill both men if the mayor tried to recover his old job. Paul was ousted along with President Jean-Bertrand Aristide in a 1991 military coup. After the mayor's return,the thugs who had seized city hall killed six Aristide supporters. ...Russians, on the other hand, have never pretended to happiness. So pollsters there prefer to plumb matters about which the Russians have some working knowledge -- like misery. Surveys reveal that a growing minority, now 14%, feel they would have been better off if the hard-line coup of 1991 had succeeded, 63% say they are sorry the Soviet Union collapsed and 72% believe life under capitalism is even more wretched than it was under communism. Until the last minute, JPL flight controllers hoped to pull off a similar coup with Observer. But none of the probe's backup systems responded to their electronic pleas, and after Wednesday there was little hope that a response would ever come. The problem, according to space experts, is that despite elaborate backup systems, space missions have become too complex to be made foolproof.
