Wright Dickinson, 32, fourth-generation cattleman, lean as a post, had one troubled eye on the weather reports of storms tumbling over his family's land along the Green River in Wyoming and Colorado, the other on news accounts of plans to raise the $1.86 grazing fee (a cow and her calf for a month) to $3 or maybe $5 or even $10. Away from the floodlit Capitol dome, he said quietly, "We are standing on the edge of an abyss. It's scary. Unless we can find some basis for a rational discussion, we could lose...
...Babbitt wants grazing fees raised across 16 Western states, which would affect 29,000 ranchers whose cattle and sheep graze on about 280 million federal acres. The current fee, $1.86 per month to graze one cow and her calf, is well below market value. But any raise is tempered by concern for small ranchers. An estimated 45% of ranchers using federal lands have fewer than 100 cattle. Babbitt's idea: a two-tier fee structure that charges the small rancher less and offers a credit to those who improve the land. In May he will hold hearings on the issue...
...require -- possibly deliberately, in hopes of inspiring a gee-that-wasn't-really-so-bad sigh of relief. Still, he will be raising taxes on the middle class, rather than delivering the tax cut he promised during the campaign, and at least nicking the hide of that most sacred cow, Social Security. Though polls do show that people are worried about the deficit and want it reduced, it seems questionable whether many citizens could identify the ways in which an untamed deficit might cause more pain than the sacrifices needed to bring it under control...
...with a fluorescent dye; under ultraviolet light, the X sperm glow brighter. Then the sperm are electrically charged -- positive for male, negative for female -- and a laser beam separates the two. Egg and appropriate sperm are mated in a glass dish, and the resulting embryo is implanted in a cow. The technique is about 90% reliable, which is pretty good odds for farmers to get more beef for the buck. Theoretically, a similar process could be developed for selecting human sex, though that ethical quandary does not appear imminent...
...BACKUP ALONG GEORGIA HIGHway 138 begins around 7, before the morning chill has lifted. At White Road state troopers guide the tour buses and cars into a cow pasture, toward the PILGRIM PARKING signs. The visitors leave their vehicles, most on foot, some in wheelchairs, and spread out on lawn chairs across the farm, a one-story house surrounded by 30 lightly wooded acres. Many proudly display photographs of the sun -- fuzzy oval images, blazing auras, starlike bursts -- snapped on previous visits. Some read the free literature in a small bookstore, purchase OUR HOLY MOTHER sweatshirts or avail themselves...
