But Miller's superior, Southern Command Commander General Bantz Craddock, decided against the reprimand. Congress last December passed a provision, sponsored by Senator John McCain of Arizona, that bars U.S. personnel from engaging in "cruel, inhuman and degrading treatment" of detainees anywhere.
