...State Warren Christopher meets with Balkan leaders today in an attempt to bolster the U.S. brokered peace process in Yugoslavia. The peace process is being tested by Bosnian Serbs who are fleeing their homes in the Sarajevo suburb of Grbavica anticipating the transfer of control to the Muslim-Croat Federation on Tuesday. Many Bosnian Serbs are torching their homes as they move out, and groups of Serb thugs, roaming the area looting and burning houses, harass Serb residents who refuse to leave. Arson and looting took place in other Sarajevo suburbs, but not with the violence and intensity...

VOGOSCA, BOSNIA: The Bosnian Muslim-Croat Federation was supposed to have a day of reconciliation with Serbs on Friday as it took over the administration of the Serb-held Vogosca suburb of Sarajevo. Instead, officials took over the administration of a nearly empty town. Most of the 24,000 Bosnian Serbs who inhabited Vogosca had already fled for Serb territory, and the Muslim-Croat police made their way to the city hall down quiet, deserted streets. When they got there, they may have confirmed fears the few remaining Serbs had about the transfer of power. The new bosses raised...

Heavy snow is still hampering the efforts of the city's Serbs to leave, but a steady flow of vehicles is leaving the city, and many families are packing their possessions. Some moderate Sarejevan Serb leaders who tried...

It has refrained from openly suppressing opposition parties, and it tolerates independent newspapers and radio that engage in lively and often critical public debate. Izetbegovic's party has also put some effort into cultivating relations with Croat and Serb communities, sponsoring funds for rebuilding Catholic and Serbian orthodox churches, as well as mosques...

SARAJEVO: Although it takes considerable chutzpah to keep NATO, Muslim, and Croat generals waiting in the rain, Bosnian Serb General Zdravko Tolimir did just that on Monday. When Tolimir did not show up for the meeting which was to mark the resumption of Serb contacts with NATO, the other parties flew out to the U.S. aircraft carrier USS George Washington to carry on sans Serbs. NATO commander Admiral Leighton Smith called Tolimir's absence "not very smart," saying the General's political superiors wanted him to be there. Serbian President Slobodan Milosevic had agreed in weekend meetings with U.S. envoy...
