President Bok, in his refusal to address or even recognize the existence of the peaceful protestors who attended the opening, yet again demonstrated his unwillingness to confront the South Africa issue openly and forcefully. Meanwhile, the often crude and threatening efforts of Kennedy School administrators to deter the protestors from having their say -- including their insistence that the demonstrators violated an "agreement" that never existed -- reflects a frame of mind that values the forms of pomp and ceremony over the substance of debate about meaningful issues. We sincerely...

...much about who all those people were, and why we needed to meet them. You get the feeling that the improvisatory style which worked so well in Nashville just never got off the ground this time. The characters are awkward stereotypes, and the little vignettes are often cruel and crude. But the film gets better as it goes along. Altman's whipped up a surrealistic storm sequence that will stun you, and in quieter scenes he's evolved some subliminal editing techniques that immerse you in the characters without your even realizing it. Even if the other four parts of Carter's energy package--utility rate reform, conversion to more use of coal by industry, conservation measures, and crude oil taxes--are enacted, many serious measures will still be needed to create an effective national energy policy. Congress has considerably watered down the President's energy program, particularly in the areas of coal conversion and conservation, to avoid anything smacking of mandatory controls on energy...
