...Howell became undisputed leader of the Branch Davidians in Waco, completing their transition from congregation to cult. He and a few select followers began recruiting new members on trips around the U.S., Britain and Australia. In 1990 he changed his name legally to Koresh, Hebrew for Cyrus, the Persian king who allowed the Jews to return to Israel after their captivity in Babylon. His apocalyptic theology converged with secular survivalism, with its programs for hunkering down amid stockpiles of food and ammo to endure a nuclear holocaust or social collapse...

...European negotiators, Cyrus Vance and David Owen, made room for American input in their design. Yet, that design, endorsing much of Serbia's and Croatia's ethnic cleansing, remains--and remains defective. Unfortunately the Clinton administration has not put a lot of thought into what changes it would like...

Clinton and Christopher had said that the peace plan marketed by Cyrus Vance and Lord Owen was too favorable to the Serb aggressors and militarily unenforceable. Yet they named an envoy -- veteran diplomat Reginald Bartholomew -- to establish an American presence at the ongoing Vance-Owen talks. Clinton also promised to use American troops to enforce whatever Bosnian settlement emerges from the negotiations, hoping this pledge will strengthen the hand of the Muslim-led Bosnian government. The cold, hungry people who live there call it the Bihac Pocket. Surrounded by Serb- ( controlled territory, the 300,000 inhabitants -- mostly Muslims -- have survived seven months of isolation and almost nightly bombardment from Serb guns. Homes have no electricity, schools are closed, and jobless workers peddle smuggled cigarettes. Thousands in the region would have starved by now except for the sporadic arrival of humanitarian-aid shipments...

SAYING NO TO AN OLD BOSS IS NEVER EASY. STILL, U.S. Secretary of State Warren Christopher refused to endorse a Bosnian peace plan urged on him by two United Nations mediators: Cyrus Vance, his chief in the Carter State Department, and Britain's Lord Owen. Washington objects, saying the plan, which would divide Bosnia into 10 provinces largely along ethnic lines, would leave Serbs in control of areas that they have won by aggression and "ethnic cleansing." The U.S. also fears endless conflicts along province borders that might trap a U.N. peacekeeping force -- one perhaps including American troops...
