DIED. Robert Daniel Murphy, 83, tough-minded diplomat, and in 1959 Under Secretary of State for Political Affairs; after suffering a stroke; in Manhattan. As General Eisenhower's diplomatic liaison during World War II, Murphy worked with the French underground, mixing negotiation, espionage and bluffing to engineer the virtually bloodless surrender of Algiers to the Allies in 1942. In 1948 he helped to devise the Berlin airlift when the Soviets blockaded the city, and four years later became the first postwar Ambassador to Japan, helping negotiate an end to the Korean War.
