Terry and James Nichols, the Michigan brothers held as material witnesses in the Oklahoma bombing case, were charged with conspiring with suspect Timothy McVeigh to makeexplosive devices. McVeigh, a friend of Terry Nichols who had spent time at James Nichols' Decker, Mich., farmhouse, was named as co-conspirator.
