CAPITAL AIRLINES, whose British-made Viscounts pioneered turboprop service in the U.S., is in such deep trouble that it has asked CAB to restore subsidy and shuck off some money-losing short runs. Capital, basically a line of short routes with high operating costs, expects to lose $2.5 million this year, $7.5 million next year.
