What has brought California to such a perilous state? How did its government become so wildly dysfunctional? One obvious cause is the deep recession, which has caused tax revenues to plunge for all states. But California's woes have a set of deeper reasons: direct democracy run amok, timid governors, partisan gridlock and a flawed constitution have all contributed to budget chaos and people in pain. But in California...

Proposition 13 was the brainchild of the late Howard Jarvis. The antitax crusader was a policy genius not unlike Franklin D. Roosevelt. Both shared an affinity for designing deep structural change that, once embedded in the political system, is nearly impossible to alter without a massive change of heart by voters. Social Security is the lasting legacy of the New Deal era because F.D.R. understood that workers who contribute payroll-tax deductions from their paychecks would not want politicians tinkering with their retirement dollars. ...Appalachian National Scenic Trail is the nation's longest "marked footpath," stretching approximately 2,178 miles (the exact figure fluctuates) from the summit of Springer Mountain in Georgia to the top of Mount Katahdin in Maine. The trail blazes through 14 states and ranges from deep wilderness to strenuous mountain hiking above the tree line - its elevation dips to 124 ft. in New York and climbs to 6,625 ft. in Tennessee, at the top of Clingmans Dome in Great Smoky Mountains National Park. The trail was the brainchild of Benton MacKaye, a New England regional planner who published...

North Korean links with Burma range far beyond small firearms - indeed, ties between the two outcast nations are literally deep. North Korean engineers reportedly aided the Burma's junta in building a vast series of 600 to 800 tunnel complexes and underground facilities, particularly beneath the junta's secretive new capital of Naypyidaw. Photographs leaked earlier this month to YaleGlobal, an international affairs website, show North Korean technicians milling around guest houses in the capital. Others published by the Oslo-based Democratic Voice of Burma, an anti-government television channel, detail the extent of some of these complexes, which have...
